Residential Rehabilitation Assistance Program for Persons with Disabilities (RRAP-D)

Homeowners and landlords may qualify for financial assistance through Canada Mortgage and Housing Corporation's Residential Rehabilitation Assistance Program for Persons with Disabilities. Canada Mortgage and Housing Corporation ( CMHC) offers financial assistance to allow homeowners and landlords to pay for modifications that make their property more accessible to persons with disabilities. These modifications are intended to eliminate both physical barriers and imminent safety risks and to improve the ability of persons with disabilities to meet the demands of daily living within their home.

Who is eligible?

Homeowners and landlords may qualify for financial assistance through the Residential Rehabilitation Assistance Program for Persons with Disabilities ( RRAP-D) if their property:

  • is occupied, or is intended to be occupied, by a low-income person with a disability;
  • is rented and the rent is less than the established levels for the area;
  • or is owned and the house is valued less than established levels for the area; and
  • meets minimum health and safety standards.

Financial assistance is provided in the form of a fully forgivable loan. The amount of the loan varies according to the geographic location in Canada and whether the property owner is a homeowner or a landlord. No repayment is required provided that the homeowner or landlord adheres to the terms and conditions of the program specifying that:

  • landlords must enter into an agreement that establishes the rent that can be charged during the life of the agreement and restricts occupancy of the self-contained rental unit(s) to households with incomes set below a set CMHC amount; and
  • homeowners must agree to continue to own the house during the loan forgiveness period, which could be up to five years.

How is "disability" defined by RRAP-D?

Disability means any restrictions or lack (resulting from an impairment) of ability to perform an activity in the manner or within the range considered normal for a human being.

RRAP-D considers six major categories of disabilities that require home modifications:

  • visual;
  • hearing;
  • cognition;
  • mobility;
  • allergy; and
  • environmental hypersensitivity.

Application process

In some areas of Canada, funding for these or similar programs is provided jointly by the Government of Canada and the provincial or territorial government. In these areas, the provincial or territorial housing agency may be responsible for delivery of the programs. Program variations may also exist in each province or territory.

Verifying and assessing the application

In a situation where an application has been submitted and may not clearly show that the proposed property modifications are related to the occupant’s disability, CMHC or its authorized representatives may require confirmation from a qualified expert. Accordingly, the medical professional consulted would complete a CMHC medical form and be responsible for:

  • confirming the applicant’s disability or medical condition; and
  • determining or confirming that the property modifications are related to the disability and are required to help the occupant continue to live in his or her home independently and safely.

Who is authorized to fill out the medical forms for RRAP-D?

A physician, a physiotherapist or an occupational therapist are authorized to confirm that the modifications are related to the person’s disability.
