The report examines the causes that influence the risk, frequency and duration of work stoppages in businesses and undertakings covered by Part I of the Canada Labour Code. Wide-ranging consultations were held with key stakeholders to identify options acceptable to both labour and management that would reduce the incidence and impact of work stoppages with a view to fostering a competitive Canadian economy. The study reviews the current industrial relations situation in Canada and the likely developments in the foreseeable future, and identifies the sectors and regions at greatest risk of increased work stoppages.
