Fire Protection Services and Compliance

This program has three major client groups, the federal public service, First Nations, and Crown corporations. Each receives a different range of services and has a different compliance policy.

Federal Public Service

The program is responsible for the administration and enforcement of fire protection policy and standards for real or personal property under the administration and control of federal government departments and agencies, other than the Department of National Defence.

The main compliance activities are:

Fire Inspection. Fire inspections are conducted in existing buildings to determine if the buildings are in compliance with prescribed standards.

Fire Protection Design Review/Approval. Drawings and specifications are reviewed, and site inspections are conducted, for new building construction, and alterations and additions to existing buildings, to determine compliance with prescribed standards.

Fire Safety Plan Review. Fire safety plans are reviewed to ensure compliance with Treasury Board policy and the Canada Labour Code.

Fire Reporting. Clients are required to report fires in buildings owned or controlled by the federal government.

First Nations

The program provides fire inspections and fire protection design reviews for major public buildings and schools on First Nations reserves, to assist Bands in meeting their public safety obligations.

Crown Corporations

The program provides fire protection design reviews and fire protection engineering surveys on a cost-recovery basis to certain Crown corporations having agreements for services. These services are provided to corporations that are no longer subject to the Treasury Board Fire Risk Management Policy, but still have a need for professional advice for risk management purposes.

Response to Non-Compliance

Federal Public Service

Deficiencies noted in inspections are reported in writing to the person controlling the property. This representative of the custodian department is responsible for informing the Labour Program of the corrective action being taken in response to the identified deficiencies.

If the property is occupied by a non-custodian department, reports may also be made to the occupying department(s) for information and for the correction of deficiencies that may be the responsibility of the tenants.

Deficiencies noted in the review of design and construction projects are reported to the person in charge of the project. This project manager is responsible for informing the fire protection engineering staff of the corrective action being taken.

Where voluntary compliance is not obtained, the matter is referred to the Senior Regional Administrative Official of the department responsible for the property or project. If the matter cannot be resolved at this level, it is then referred to National Headquarters of the Labour Program to seek resolution with the Headquarters of the department concerned.

Where a department or agency is unable or unwilling to comply with fire protection standards and requirements, the matter is reported to the Treasury Board Secretariat for final review and resolution.

Major Public Buildings on First Nations Reserves

Fire protection services are provided to First Nations on an advisory basis only - compliance is voluntary.

Fire inspections are conducted on a predetermined schedule. Deficiencies noted in inspections are reported in writing to the Chief or Band Council. A copy of the report is sent to Indian and Northern Affairs Canada for information. Deficiencies may also be reported to the occupant, if appropriate - particularly if the occupant is a government department.

Fire protection design reviews are provided at the request of the Chief or Band Council. Deficiencies noted in the review of design and construction projects are reported to the person in charge of the project for action, and to the Chief or Band Council for information. The project manager is responsible for informing the fire protection engineering staff of the corrective action being taken.

Crown Corporations

Fire protection engineering services are provided to Crown corporations on an advisory basis only - compliance is voluntary.

Deficiencies noted in the review of design and construction projects are reported to the person in charge of the project. Written reports of fire protection engineering surveys are sent to the official of the corporation requesting the survey.
