In June 2005, Canada signed a Bilateral Agreement with Vietnam which provides general principles related to intercountry adoptions between Canada and Vietnam. The Agreement establishes safeguards to ensure that intercountry adoptions from Vietnam are carried out in the best interests of children. The Canada-Vietnam Agreement can be accessed at: http://www.treaty-accord.gc.ca/text-texte.aspx?lang=eng&id=105038
Each province and territory is responsible for its own Understanding with Vietnam which serves as an operational framework to enable adoptions to occur between Vietnam and the provinces and territories.
IAS is working closely with the Department of Foreign Affairs and International Trade (DFAIT) as well as with the provinces and territories to ensure the implementation of the Agreement and Understandings.
